How is this different from Split?

Split breaks the whole document into one file per page. Extract Pages lets you choose exactly which pages to keep, combined into a single new PDF.

Does the order I click pages in matter?

Yes — the extracted PDF follows your click order, shown as a number badge on each selected thumbnail. Click page 5 then page 2 and the result has page 5 first.
